Liberia joined SWA in 2010. According to the Pro-poor Agenda for Prosperity and Development (2018-2023), the government aims to have equitable, safe, affordable and sustainable water supply and sanitation services for all Liberians. The government established a WASH Commission that will mobilize resources for water supply infrastructure including. The government also seeks to improve mutual accountability among sector actors through a One WASH Plan, which leads the efforts of mutual planning and program implementation within the WASH sector.
Commitments by the government
Develop a national WASH data and information management system with creditable baseline on WASH, including solid waste.
Develop and Implement Community Led Total Sanitation (CLTS) Road Map to end Open Defecation.
Joint commitments
Mobilize domestic and external resources and support community leaders, schools administers and healthcare workers to fully participate in project planning and decision-making, assuming responsibility for 100% of Operation & Maintenance (O&M) for WASH facilities.
Build institutional capacity of government and CSOs at national, county and district levels as well as for rural communities to mainstream climate action in WASH policies and programs.
Increase to 85% the access to equitable, safe, affordable and sustainable water supply for the population of rural communities and small towns in Liberia.
Strengthen WASH data management system to collect, analyse and disseminate data to support policy development, planning, implementation and decision making, as well as to ensure the realisation of annual Joint Sector Reviews.
Eliminate open defecation nationwide and provide a minimum standard WASH package to 100% of the population, particularly targeting communities, schools and health care facilities.
Commitments by partners
Support government WASH programs through corporate and social responsibilities to ensure sustainability of WASH services.
Work with the government of Liberia and partners to increase access to safe WASH services through innovative means - i.e., solid waste management, WASH services construction, WASH products supply chain, recycling, composting, etc.
Work with the National WASH Commission, Environmental Protection Agency, National Disaster Management Agency, National Human Rights Commission and sector stakeholders to operationalize the Special Human Rights Desk at the WASH Commission to monitor and protect WASH and Climate Change related human rights.
Advocate for increased financing to WASH and promote accountability and transparency in the use of resources allocated to WASH through budget advocacy forums and tracking initiatives at both national and local levels.
Collaborate with the Government of Liberia to ensure that key WASH and climate changes policies and laws protect the rights of persons living with disabilities and marginalized groups by undertaking policies reviews.
Track SWA stakeholder’s commitments quarterly and report to SWA and the government on progress and challenges by 2023.
