Monitoring and Evaluation

The contribution of the SWA partnership towards progress in the water, sanitation and hygiene sector is tracked through the SWA Results Framework. It allows partners and the Steering Committee to monitor achievements, and to adjust relevant programs and activities when necessary.

For each of the SWA objectives listed in the SWA Strategy 2020-2030, the Framework includes expected outcomes and impact, and details the means of verification, such as indicators, sources of data and methods of collecting that data. The Results Framework is combining different sources of information, such as the WHO/UNICEF Joint Monitoring Program for Water Supply, Sanitation and Hygiene (JMP), the UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS), but also Secretariat monitoring information and partners insight and analysis of sector progress.

Every year the SWA Secretariat compiles this data and publishes a Results Framework report in the partnership’s Annual Report.

Results Framework

The Result Framework is a management and communication tool that allows the partnership to track the impact of its work and ensure greater accountability. Collecting information through the Results Framework will allow SWA to analyze impact, make better-informed decisions, and accelerate its efforts.

How was the Results Framework developed?

The SWA Results Framework has been developed by a task team of monitoring and evaluation experts from different SWA partner organizations. In June 2020, it was approved by the SWA Steering Committee for piloting among a small group of countries and further detailing of measurement approach. During the pilot phase, the Results Framework was refined based on inputs and feedback from the government and constituencies of the pilot countries. It also underwent a comprehensive review by the SWA Secretariat which provided further insight on its feasibility, acceptability, and value for other SWA partnership activities. In January 2021, the final version of the SWA Results Framework was approved by the SWA Steering Committee. A baseline using the framework will be developed with all SWA partner countries, and globally, in 2021.

What will it be used for?

The Results Framework is the primary tool for assessing progress towards the goals and objectives of the Sanitation and Water for All (SWA) Strategic Framework 2020-2030. It is important for the purpose of accountability and strategy adaptation and serves as the vehicle for testing the effectiveness of the SWA operating model, and the validity of its Theory of Change. Every six months, the latest data available will be collected, reviewed, and analyzed by the SWA Secretariat, Steering Committee and partners to ensure continuous reflection and timely adaptation of our workplans, short and long-term objectives. Yearly results and achievements will be published in the SWA Annual Report and website. The results monitoring data will be the basis of future strategy evaluation and review.

How does it link to the SWA Strategic framework?

SWA measures change at different levels, following the steps of the Theory of Change and focusing on the SWA strategic objectives:

  • Outputs are the direct results of the partnership’s activities  – for example, the high-level meetings, the support we provide to our partners, or the workgroups we facilitate. We assess these results through data that we rigorously collect, such as the level of satisfaction of participants to our activities or the number and type of public commitments that our partners take.
  • Outcomes are the changes that we expect to see in SWA countries and globally in the sector as a result of our outputs. We ask SWA countries and partners to hold a discussion on country progress regarding SWA objectives and to organize a multi-stakeholder self-assessment every year. We triangulate the richness of the information coming from our partners with existing data sources such as GLAAS, OECD, or the United Nations Universal Periodic Review.
  • Progress towards our vision is measured using the WHO/Unicef Joint Monitoring Programme which has been reporting estimates of progress on water, sanitation and hygiene since 1990.

What is the role of the partners in monitoring progress on the SWA Strategy?

Annual monitoring is an important part of SWA’s own accountability and commitment to deliver on its ambitious outcomes. As a partnership, all members and countries have a role to play in holding the partnership accountable for being successful and effective in achieving these objectives.

The Results Framework is one mechanism for holding the partnership as a whole to account. Other tools, such as national frameworks and the MAM are used for joint accountability between partners.

A joint progress assessment is planned annually at country level to help partners and constituents come together to jointly identify successes, gaps, and shared priorities for improvement for the sector. This will help the partnership in each country adapt and become more impactful.

Global aggregation of country results will be used to help create a ‘global picture of progress toward SDG6 and these objectives, not to compare countries directly.  

Partners will also play a key role in analyzing the results captured by the different monitoring processes and adapting SWA’s work plan and processes to accelerate efforts towards the Sustainable Development Goal 6.

How does SWA monitoring compare with GLAAS, JMP, or other global monitoring initiatives?

 This monitoring framework is complementary to other ongoing monitoring processes, and also encourages SWA partners to review and use other global data coming from national monitoring systems, GLAAS, the JMP, and the UN Human Rights Council Universal Periodic Review. The country-level self-assessment of outcomes is an opportunity to bring partners together to review the existing data and collectively discuss their vision and targets are for sector improvement.

The majority of SWA’s monitoring data comes from GLAAS and other secondary data sources. However, a country-level partnership monitoring component is being added to ensure that SWA partners can provide an additional reflection on the progress that may not be captured in these global monitoring systems.
