Report of the 2022 Sector Ministers' Meeting
The 2022 Sector Ministers’ Meeting (SMM), hosted by the Government of Indonesia, took place on 18-19 May 2022, in Jakarta.
Building on previous SWA High-level Meetings (HLMs), the 2022 SMM was a critical opportunity to link with other sectors, with a view towards increasing the prioritization of water, sanitation, and hygiene across national policies.
Theme: Building Forward Better for Recovery and Resilience
For the first time in an SWA High-level Meeting, the 2022 SMM brought together ministers of water, sanitation, and hygiene, and their counterparts responsible for climate, environment, health, and the economy. It provided a space for leaders around the world to meet and find innovative ways to work together to increase the political prioritization of water, sanitation, and hygiene and ensure the integration of these services in national climate, health, and economic policies and strategies. Delegations from the different SWA constituencies also joined the discussions.
The 2022 SMM was preceded by a 6-month-long preparatory process composed of discussions at national and regional levels, during which partners jointly analyze progress, identify bottlenecks and successes, and agree on joint future actions.
The meeting was an important occasion to ensure alignment across sectoral policies, using the SWA Framework, and Mutual Accountability Mechanism as tools for stakeholders to come together and jointly review commitments and progress.

The 2022 SMM preparatory process
Every SWA High-level Meeting is preceded by a 6-month-long preparatory process. It is composed of discussions at national and regional levels, during which partners jointly analyze progress, identify bottlenecks, successes, and agree on joint future actions. Through these multi-stakeholder dialogues, partners build a closer and ongoing relationship with ministers and professionals from across the interlinked sectors at national level. National and regional activities are complemented by a webinar series, that facilitates mobilization and the sharing of experiences among partners.
This also guides, and facilitates progress towards, the achievement of national and global commitments, including those made in the context of the COP, and those tabled under the SWA Mutual Accountability Mechanism.
The primary outputs of this preparatory process are the Country Overviews, prepared by the key actors in each country and used as a brief for the ministers attending the SMM. Sector ministers will use the Country Overview in inter-ministerial discussions with their relevant counterparts, prior to, during, and after the meeting. They also contribute to broader sector activities, such as joint sector reviews.
The SMM’s main conclusions, key messages, and commitments resulting will also contribute to the preparatory process of the UN Conference on the Water Action Decade Conference to be convened in New York from 22 to 24 March 2023, and the 2023 Finance Ministers’ Meeting.

Vice President and Minister of Health and Child Care Zimbabwe View country commitmentWe continue to navigate the uncertainty imposed by COVID-19, and at the same time, climate change increases the number of extreme weather events, putting pressure on limited economic resources. This is known as the ‘triple crisis’, of health, climate, and economic development.
Health: Healthcare is far more than medical care. Water and sanitation are a critical first line of defense and prevention in dealing with health threats, such as the current pandemic and waterborne diseases. Building resilience and the management of multiple risks are essential for securing investments to build sustainable water, sanitation, and hygiene services. Without access to safe services, everyone becomes vulnerable; no one is immune.
Climate: Building climate resilience for water, sanitation, and hygiene is not just a crucial response to the crisis. It also holds the promise of being a key solution for both climate change adaptation (community resilience to climate change) and contributor to mitigation (avoiding and reducing global warming and its related events).
Economy: Investment in water, sanitation, and hygiene contributes significantly to economic growth and the eradication of poverty. The benefits are immediate and long-term, including averted health costs, time savings associated with water and sanitation facilities close to home, less illness, higher productivity at work, and higher school attendance.

Also lending their voices to the SMM discussions were SWA’s youth representatives – Nicki Becker and Kenneth Alfaro Alvarado – who are keen to remind policymakers that young people are eager to partner on the provision of water, sanitation and hygiene for all.
To that end, SWA youth representatives from different regions joined a workshop to prepare an SMM Youth Statement, which calls on government leaders to fully and meaningfully include young leaders in decision-making processes.
